Replacement or Renewal of a Driving License

I. Eligible Applicants:

Foreign nationals who apply for renewal of a driving license upon expiry, renewal upon reaching the prescribed age, voluntary downgrade of vehicle category, renewal due to change of driver information, renewal due to damage to the driving license, or downgrade of vehicle category due to change of physical condition.

II. Required Materials:

(1) Proof of identity of the applicant (either of the following):

1. A valid passport or other international travel documents, a valid visa or stay/residence permit with a stay/residence period exceeding three months, and an Accommodation Registration Certificate issued by the public security organ;

2. A Foreign Permanent Resident ID Card.

(2) A Physical Condition Certificate issued by a medical institution;

(3) An Accommodation Registration Certificate issued by the public security organ;

(4) One recent color identification photo with a white background in one-inch size, taken within the past six months.

III. Processing Procedures:

(1) The Acceptance Counter shall prepare an Application Form for Motor Vehicle Driving License, have the applicant confirm the application information and sign, examine the proof of identity submitted by the applicant, verify the information on the applicant’s motor vehicle driving license, and capture a digital image of the proof of identity. Where the application is for renewal upon expiry, renewal upon reaching the prescribed age, or downgrade of vehicle category due to change of physical condition, the Physical Condition Certificate shall also be examined. Where the application is for renewal due to change of the driver’s ID number, the relevant certificate issued by the household registration administration department shall also be examined;

 

(2) Through the computer management system, the Acceptance Counter shall verify that the applicant is not subject to any of the following circumstances: accumulation of 12 demerit points, overdue license review, detention, seizure, temporary suspension, cancellation, revocation, or annulment of the motor vehicle driving license. Where the application is for renewal upon expiry, the Acceptance Counter shall also verify that there are no outstanding road traffic violations or unresolved traffic accidents, and where the review is required under Paragraph 3 or 4 of Article 72 of the Provisions on the Application for and Use of Motor Vehicle Driving Licenses, the record of the applicant’s completion of education shall also be verified. For drivers of large passenger buses, heavy tractor-trailers, city buses, medium passenger buses, or heavy goods vehicles who have no demerit points at the time within the current scoring period, a written notice shall be given that if demerit points are accumulated before the end of the current scoring period, a review shall also be conducted in accordance with relevant provisions. For drivers aged 70 or above, the record of completion of tests assessing memory, judgment, and reaction capacity shall also be verified during the review;

 

(3) Where the applicant satisfies the requirements, the application shall be accepted, the relevant information shall be entered, the Acceptance Counter shall sign or stamp in the “Acceptance Counter” column of the Application Form for Motor Vehicle Driving License, a motor vehicle driver's license shall be produced and issued, and the relevant materials shall be retained.

Important Notes:

1. An “overseas driving license” refers to a formal motor vehicle driving license with independent driving qualification issued by a foreign country, the Hong Kong Special Administrative Region, the Macao Special Administrative Region, or the Taiwan region. It does not include a learner's permit, a temporary driving permit, or a probationary driving license.

 

2. A foreign national holding an overseas driving license who has a Foreign Permanent Resident ID Card shall apply for a motor vehicle driver's license at the Vehicle and Driver Administration Office in his or her place of residence; who has a residence permit shall apply at the Vehicle and Driver Administration Office in the place where the residence permit was issued; and who has no residence permit but holds a valid visa or stay permit shall apply at the Vehicle and Driver Administration Office in the locality of the public security organ that issued the Accommodation Registration Certificate.

 

3. A staff member of a foreign embassy, consulate, or international organization in China holding an overseas driving license shall apply for a motor vehicle driver's license at the Vehicle and Driver Administration Office in the locality of the embassy, consulate, or international organization in China.

 

4. China has currently concluded mutual recognition agreements on motor vehicle driving licenses with the United Arab Emirates, Serbia, Belgium, and France. Foreign nationals holding driving licenses issued by the aforementioned countries, as well as foreign nationals holding driving licenses issued by the Macao Special Administrative Region, may undergo the driving license conversion procedures in accordance with the relevant mutual recognition agreements.
