Temporary Entry Driving Permit

I. Eligible Applicants:

Foreign nationals holding an overseas driving license. (Foreign nationals entering China for a short-term stay may apply for a Temporary Motor Vehicle Driving Permit valid for three months; where the stay/residence period exceeds three months, the validity period may be extended to one year.)

II. Required Materials:

(1) Proof of identity of the applicant: A valid passport or other international travel documents, a valid visa or stay/residence permit with a stay/residence period exceeding three months, and an Accommodation Registration Certificate issued by the public security organ;

(2) The overseas driving license held by the applicant. Where the license is not in Chinese, a Chinese translation rendered by a translation agency or notarized by a notary institution shall also be provided;

(3) An Accommodation Registration Certificate issued by the public security organ;

(4) One recent color identification photo with a white background in one-inch size, taken within the past six months.

III. Processing Procedures:

(1) The Vehicle and Driver Administration Office shall prepare an Application Form for Temporary Motor Vehicle Driving Permit and have the applicant confirm the application information and sign. The Acceptance Counter shall examine the applicant’s entry and exit identification documents, proof of age satisfying the conditions for a Chinese driving permit, and overseas driving license; where the overseas driving license is not in Chinese, the Chinese translation shall also be examined. Where the applicant participates in organized competitions or other exchange activities, the certificate issued by the relevant competent authority of China shall also be examined. Where the applicant intends to drive a self-imported temporarily entered motor vehicle, the temporary entry license plate and vehicle license for the self-imported vehicle corresponding to the vehicle category applied for shall also be examined; where the applicant applies for a vehicle category of large passenger buses, heavy tractor-trailers, medium passenger buses, or heavy goods vehicles, proof that the physical condition satisfies the conditions for a Chinese driving permit shall also be examined, unless the applicant is from a country that has concluded a mutual recognition agreement with China, in which case the provisions of the agreement shall apply;

 

(2) Through the computer management system, the Acceptance Counter shall verify the applicant’s previous entry records; where outstanding road traffic violations or unresolved traffic accidents are found, the applicant shall be informed to resolve such matters before applying. Where the applicant falls under the circumstances prescribed in Paragraph 3 of Article 21 of the Provisions on the Application for and Use of Motor Vehicle Driving Licenses or has a record of hit-and-run driving in China, a Temporary Motor Vehicle Driving Permit shall not be issued;

 

(3) Where the applicant satisfies the requirements, the application shall be accepted, the relevant information shall be entered, and the Acceptance Counter shall sign or stamp in the “Opinion of Handling Officer” column of the Application Form for Temporary Motor Vehicle Driving Permit, and the relevant materials shall be retained;

 

(4) The Acceptance Counter shall arrange for the applicant to participate in the study of road traffic safety laws and regulations. Upon completion of the study, the Acceptance Counter shall sign or stamp in the “Completion of Study on Road Traffic Safety Laws and Regulations” column of the Application Form for Temporary Motor Vehicle Driving Permit. A Temporary Motor Vehicle Driving Permit shall be produced and issued, and the applicant shall be informed of the validity period and conditions of use of the permit;

 

(5) The Archives Management Desk shall verify the information in the computer management system, produce an electronic archive, review and organize the materials, and bind and file them.

Important Notes:

1. An “overseas driving license” refers to a formal motor vehicle driving license with independent driving qualification issued by a foreign country, the Hong Kong Special Administrative Region, the Macao Special Administrative Region, or the Taiwan region. It does not include a learner's permit, a temporary driving permit, or a probationary driving license.

 

2. A foreign national holding an overseas driving license who has a Foreign Permanent Resident ID Card shall apply for a motor vehicle driver's license at the Vehicle and Driver Administration Office in his or her place of residence; who has a residence permit shall apply at the Vehicle and Driver Administration Office in the place where the residence permit was issued; and who has no residence permit but holds a valid visa or stay permit shall apply at the Vehicle and Driver Administration Office in the locality of the public security organ that issued the Accommodation Registration Certificate.

 

3. A staff member of a foreign embassy, consulate, or international organization in China holding an overseas driving license shall apply for a motor vehicle driver's license at the Vehicle and Driver Administration Office in the locality of the embassy, consulate, or international organization in China.

 

4. China has currently concluded mutual recognition agreements on motor vehicle driving licenses with the United Arab Emirates, Serbia, Belgium, and France. Foreign nationals holding driving licenses issued by the aforementioned countries, as well as foreign nationals holding driving licenses issued by the Macao Special Administrative Region, may undergo the driving license conversion procedures in accordance with the relevant mutual recognition agreements.
