Liu Ping, Secretary-General of the Standing Committee of the Municipal People's Congress, also participated.

The research team visited a series of locationsincluding Nanling County Hospital, the Jishan Town Medical Insurance Office, the Matang Subdistrict Community Health Service Center in Yijiang District, and Wuhu Eye Hospitalto gain a detailed understanding of the implementation of medical insurance and medical assistance policies, service workflows, and the development and operation of relevant platforms. Their methods included on-site inspections and visits to individuals receiving medical assistance. Additionally, the team convened a symposium to engage in in-depth discussions with officials from relevant agenciessuch as the Municipal Medical Insurance Bureau and the Municipal Finance Bureauand to solicit their feedback and suggestions.

The research team concluded that our city has achieved positive results in advancing the coordinated reform of healthcare, medical insurance, and pharmaceuticals; strengthening the safety-net function of medical assistance; optimizing service efficiency; and alleviating the financial burden of medical care for the public. In particular, our efforts in various areasmost notably the improvement of the medical security systemrank at the forefront within the province and even nationwide. The team further pointed out that medical assistance serves as a fundamental institutional safeguard for ensuring basic livelihoods, promoting social equity, and maintaining social stability. It is therefore imperative to uphold and practice a proper philosophy of governance centered on serving the public interest. By adopting a problem-oriented approach, we must continue to address shortcomings, shore up weak areas, and enhance operational efficiency, thereby effectively preventing instances of poverty caused by illness or a relapse into poverty.

The research team emphasized that it is necessary to strengthen the overall planning and guarantee of funds, improve the financing mechanism, expand financing channels, and ensure that medical assistance funds are provided in full and in a timely manner. It is necessary to highlight accurate and timely assistance, strengthen data sharing and comparison, promote "one-stop" settlement, and strengthen on-site guidance and assistance to ensure that rescue recipients are fully protected and provided with assistance. It is necessary to improve the coordination and linkage mechanism, promote policy connection and system integration, strengthen fund supervision, performance management and dynamic monitoring and early warning, and strictly prevent problems such as misappropriation, false claims and false claims. It is necessary to increase policy publicity, increase people's awareness, understanding, recognition and participation, and ensure that policies that benefit the people are implemented in a practical way and are heart-warming and convenient for the people.
