The Standing Committee of the Municipal People's Congress Conducts Survey on Advancing the Construction of National Regional Medical Centers and Establishing a New Medical Hub
(Our Correspondent) From April 1 to 2, Zhang Feng—Secretary of the Party Leadership Group and Chairman of the Municipal People's Congress Standing Committee—and Wang Fang, Vice Chairperson of the Standing Committee, led a delegation to conduct an inspection tour aimed at advancing the construction of the National Regional Medical Center and establishing a new medical hub. Liu Ping, Secretary-General of the Municipal People's Congress Standing Committee, also participated in the visit.
The research team conducted in-depth visits to various locations—including the Yijishan Hospital affiliated with Anhui Medical University, the Fifth People's Hospital, the Jinghu District Hospital, the Yijishan Community Health Service Center, the Huayuan Community Health Service Station, the Wuwei People's Hospital, the Niubu Town Central Health Center, and the Tuqiao Community Health Station—to hear briefings from the heads of the relevant entities and medical institutions. They gained a detailed understanding of the operational management of these institutions, the development of their consultation and referral systems, the cultivation of medical and health talent, and the progress of the National Regional Medical Center project. Furthermore, the team convened a symposium to receive reports from relevant municipal departments—such as the Health Commission, the Development and Reform Commission, and the Bureau of Finance—and engaged in discussions with municipal People's Congress deputies, heads of medical institutions, and physician representatives to solicit their opinions and suggestions.
The research team observes that, in recent years—under the strong leadership of the Municipal Party Committee and the Municipal Government—our city has thoroughly implemented General Secretary Xi Jinping’s important directives regarding the development of a "Healthy China." Adhering to a people-centered philosophy and fostering a spirit of intellectual liberation, the city has firmly anchored itself in its strategic positioning as a provincial sub-center. By adapting strategies to local conditions, it has innovatively transformed the "Sanming healthcare reform model" into a localized pathway and set of practical achievements tailored to Wuhu. This approach has driven the continuous improvement of the healthcare service system and the steady enhancement of service quality; consequently, numerous initiatives now rank at the forefront both nationally and provincially, while the public’s sense of fulfillment regarding their health and well-being continues to grow.
The research group emphasized the need to maintain firm confidence, leveraging our solid foundations and seizing policy opportunities. We must adhere to the overarching principle of centering medical services on the health of the people, while upholding a balanced approach that combines investment in human capital with investment in physical infrastructure. We must strengthen project support, ensure the provision of essential resources, and enhance policy coordination, focusing our efforts on addressing shortcomings while reinforcing our strengths, with the ultimate goal of establishing Wuhu as a model city for healthcare reform within China's central region. Furthermore, we must sharpen our focus on key priorities; guided by our designation as one of the nation's first pilot cities for public hospital reform and high-quality development, we must accelerate the construction and operational launch of major initiatives—such as the National Regional Medical Centers—to fully leverage their radiating influence and ensure that the general public can access high-quality medical services close to home. We must also resolve bottlenecks and systemic impediments. Anchoring our efforts to the objective of establishing a new regional medical hub, we must earnestly implement the "Six Pillars of Focused Effort," steadfastly pursuing a path of reform and innovation. This entails strengthening our internal capabilities, integrating resources, and stimulating organizational vitality; it also involves expanding the application of artificial intelligence in clinical settings to forge an efficient and collaborative healthcare ecosystem, thereby enhancing the efficiency of the hierarchical diagnosis and treatment system as well as the overall patient experience. Finally, the Standing Committee of the Municipal People's Congress pledges to strengthen the provision of legislative frameworks and exercise effective oversight, harnessing the collective wisdom and strength of its deputies to support and promote the high-quality development of the city's healthcare sector.
