Optimizing medical insurance policies helps build fertility-friendly cities

According to reports, the city's medical insurance has "three expansions" in the scope of benefiting the people: First, promote the same fertility protection for three children, and include the fertility medical expenses and fertility allowances of the three children of insured female employees who meet the policy into the reimbursement scope, and urban and rural residents who give birth to three children will enjoy fertility medical expenses protection and newborn "landing" insurance benefits at the same time; second, add new fertility medical benefits and fertility subsidies for flexible employment personnel under the employee medical insurance. As of the end of 2024, 334 flexible employment personnel under the employee medical insurance in our city enjoyed fertility medical benefits, with a fund payment of 984,000 yuan, and 114 people enjoyed fertility subsidies, with a fund payment of 767,000 yuan; third, expand the scope of medical insurance payment for fertility assistance projects. When insured persons visit 25 designated medical institutions in the province, 8 assisted reproductive medical service projects such as "egg retrieval" can be included in medical insurance reimbursement. After the implementation of the policy, a total of 1,521 people received benefits and reimbursed 1.8567 million yuan.
The scope of protection has been expanded, and the standard of benefits protection has been "two increases", namely, the subsidy standard for maternity medical expenses of insured employees' maternity insurance has been increased and the fixed subsidy standard for residents' maternity hospitalization has been increased. For female employees of the employer who give birth or undergo family planning surgery in accordance with the regulations, the subsidy will be increased by 400-1,500 yuan, and the cost of prenatal examinations will be included in the reimbursement scope. The fixed subsidy standard for maternity hospitalization for urban and rural residents' medical insurance participants has been increased from 1,000 yuan to 1,600 yuan for normal delivery and 2,400 yuan for cesarean section. Since its implementation, 3,461 people have been hospitalized for maternity under the city's resident medical insurance, and it is estimated that the burden on patients will be reduced by 3.116 million yuan.
In terms of the timeliness of benefits, our city has also "accelerated" to further shorten the waiting period for the enjoyment of maternity allowance benefits of employee medical insurance from the original 12 months to 6 months, so that insured employees can enjoy all-round maternity benefits more quickly.
